1. Hon Luzviminda C. Ilagan of the Gabriela Party-list spoke on the issue of a woman political prisoner who has just given birth and is now confronted with the dilemma of leaving her newborn baby in the care of other people or bringing it with her to the detention cell. Thereafter, the speech was referred to the appropriate committee.
2. Hon Maximo B.Rodriguez, Jr of Abante Mindanao Party-list spoke about the tremedous increase of electricity rates in Mindanao. He was interpellated by Hons. Benaldo and Casino. His speech was referred to the appropriate committee.
3. Hon. Raymond V. Palatino of Kabataan Party-list spoke about the act to strike off the records some "unparliamentary" remarks of Members to fellow Members. His speech was referred to the appropriate committee.
