MANILA, Philippines—Over 5,000 House bills have been since the 14th Congress began in June 2007, an official said.

In a statement Tuesday, Terence Grana of the House of Representative’s Indexing and Monitoring Group, said 5,179 bills have already been filed by at least 238 lawmakers.

She said two House members topped the list with the most number of proposed legislation filed -- Cagayan de Oro Representative Rufus Rodriguez and Alliance of Rural Concerns Representative Narciso Santiago.

Rodriguez has filed 508 bills, 400 of which he principally authored and the rest he co-authored with colleagues in the lower chamber. Of the 400 proposed measures, 362 are of national importance while 38 are of local concern, Grana said.

Santiago meanwhile has filed 388 house bills, 296 of which he principally authored while the remaining 92 bills he co-authored with other lawmakers. Of the proposed measures, only one involves local concern.

The proposed bills concern people's health and safety, agriculture and food security, information technology concerns, child, women and youth development, as well as environment and natural resources, among others, said Grana.

Rodriguez, Santiago are most prolific bill filers at House

MANILA, Philippines – Cagayan de Oro Rep. Rufus Rodriguez and ARC party-list Rep. Narciso Santiago topped the list of most prolific bill filers at the House of Representatives since the 14th Congress opened in 2007.

Of the 5,179 bills filed by the 238 House members, 388 were filed by Santiago, of which 296 he authored alone, and 508 were by Rodriguez, 400 of which he authored alone, according to a statement posted on Tuesday at the House website.

Of the 400 bills filed by Rodriguez, 362 were of national importance and 38 of local concern.

These figures do not yet include the number of House resolutions the two legislators also filed, said Terence Grana of the House Indexing and Monitoring Group.

The two lawmakers' proposed measures dealt mostly with national concerns such as people's health and safety, agriculture and food security, information technology concerns, child, women and youth development, as well as environment and natural resources, among others. - GMANews.TV

Two legislators topped the list of having the most number of house bills filed in the House of Representatives since the 14th Congress began in 2007.

Mr. Terence Grana of Bills and Index department's Indexing and Monitoring Group, said that out of the 5179 bills filed by the 238 Members of the House, 896 of them were filed by Reps. Rufus Rodriguez (2nd District, Cagayan De Oro City) and Rep. Narciso Santiago (Party List, ARC).

Rodriguez is the most prolific with the most number of bills filed since the 14th Congress started last 2007 totaling 508, where 400 of were authored by Rodriguez alone while 108 bills were co-authored with other Members of the House.

Out of the 400 proposed measures, 362 bills filed were of national importance and 38 of local concern.

Santiago, on the other hand, got "second place" with 388 house bills filed. 296 out of these 388 were authored by Santiago alone while the other 92 bills were co-authored with other Members of the House.

Out of the 296 proposed measures filed, Santiago had only one bill of local concern, yet still with national impact. This is HB 3817 - Creating a new legislative district in the City of Pasig, amending for the purpose R. A. 7829 entitled an Act converting the municipality of Pasig into a highly urbanized city to be known as the City of Pasig.

This, Grana added, does not yet include the number of House Resolutions the two legislators also filed.
