I. Roll Call – 223 Members responded to the call/Approval of Journal Nos. 5 and 6 dated August 3 and 4, 2010/Reference of Business

II. Personal and Collective Privilege
1. Hon. Diosdado Macapagal Arroyo of the Second District of Camarines Sur spoke about the lack of proper decorum of House Members during the parliamentary debates and privilege speeches. His speech was referred to the appropriate committee.

2. Hon. Tupay Loong of the First District of Sulu spoke about the bombing incident in Zamboanga International Airport. He was interpellated by Hon. Fabian. Thereafter, his speech was referred to the appropriate committee.

3. Hon. Maria Isabelle Climaco of the First District of Zamboanga City also spoke about the bombing in the Zamboanga City International Airport. Her speech was referred to the appropriate committee.

III. Privilege Hour
1. Hon. Godofredo V. Arquiza of the Senior Citizens Party-list spoke about the rights, benefits and privileges of senior citizens. His speech was referred to the appropriate committee.

2. Hon. Rodolfo G. Valencia of the First District of Oriental Mindoro spoke about the Comprehensive Land Use Plan which is in response to one of President Aquino's seven point priority legislative agenda. He was interpellated by Hons. Bagatsing, Castello, Biazon and Gonzales (A.). Thereafter, his speech was referred to the appropriate committee.

3. Hon. Raymond DC Mendoza of TUCP Party-list talked about the present labor disputes in Philippine Airlines (PAL). His speech was referred to the appropriate committee.

4. Hon. Rafael V. Mariano of Anakpawis Party-list spoke about the compromise agreement between hacienda Luisita, Inc and its farm workers. He was interpellated by Hon. Casino. Thereafter, his speech was referred to the appropriate committee.
